Hello,
1) renaming tls is possible using the latest development version of netedit

2) using netconvert this is only possibly with a two-step process
- call netconvert once to join junctions
- call netconvert again to rename junctions and trafficLights

3) using netconvert a single-step process will be supported in the future (
http://sumo.dlr.de/trac.wsgi/ticket/1982)
