Hello, the pedestrians are supposed to freely enter the walking area but should not use the crossing until the light turns green. If the behave differently, please report this as a bug ( http://sumo.dlr.de/wiki/FAQ#How_do_I_report_erroneous_behavior_of_a_SUMO_application.3F )
To measure queue-length you can use the call traci.edge.getLastStepPersonIDs.
