Hello,
the pedestrians are supposed to freely enter the walking area but should
not use the crossing until the light turns green.
If the behave differently, please report this as a bug (
http://sumo.dlr.de/wiki/FAQ#How_do_I_report_erroneous_behavior_of_a_SUMO_application.3F
)

To measure queue-length you can use the call
traci.edge.getLastStepPersonIDs. You may then have to call
traci.person.getNextEdge() for each returned person id to filter those that
walk in the direction you are interested in.
