Hello, there is currently no possibility for adding <neigh> information for split edges in a single step (this is related to http://sumo.dlr.de/trac.wsgi/ticket/2739). A work-around would be to call netconvert twice (first adding the splits and then adding the <neigh> information) see http://sumo.dlr.de/wiki/Tutorials/ScenarioGuide#Modifying_the_Network
