Dear sundial, astronomy, etc., etc., experts:
 
In a publication of the U.S. Naval Observatory I found the following data:

Vernal Equinox:    Mar 20 1994   3:28 PM EST
Summer Solstice:   Jun 21 1994  10:48 AM EDT
Autumnal Equinox:  Sep 23 1994   2:19 AM EDT
Winter Solstice:   Dec 21 1994   9:23 PM EST

Does this mean that at the Vernal Equinox the time in Greenwich is 3:28 PM true solar time (without the equatio temporis correction) or is it the mean local time (obtained with the equatio temporis)? What does EST and EDT mean?
