Edley McKnight's idea would be a good possibility even over two stories and with some
angle changes.

Of course there are any number of ways that the information could be sampled and sent in a discrete fashion. A set of tubes or slits at the top with different colored filters at their inner end could reflect a color down the pipe to indicate the time for instance.

A slotted gnomon over a transparent horizontal sundial with different colored sectors would work quite nicely. This would be much easier than 11 to 13 separate sections or tubes for each hour. Certainly an optical dial (panorama or fish eye view of the sky) would be interesting but much more complicated and expensive with the number of field lens needed
down such a long tube.
