Dear Bill, The writing at the top consists of the Latin motto Sic transit gloria mundi and its Maltese translation. It also says that the dial indicates CEST.
The text at the bottom consists of instructions showing where one must stand in order to read the time properly. Many people stand on the month itself rather than on the central meridian line. I shall upload better photos!
