I remember seeing that pattern at Ottery St Mary and Alton and perhaps elsewhere but John has beaten me to it in mentioning that! It looked most probably early 20th century to me. I would say that the existence of several more or less identical such dials widely separated indicates more or less definitely that it's not "genuine" 1684, though my logic in that deduction may be a bit tenuous?
