I had this problem. I didn't remember the xkbinstall script (I will go back and make sure I ran it) but I found a workaround which involves clearing out all of the Gnome keyboard shortcuts using the tool located here :

   System->Preferences->Keyboard Shortcuts

I tested with KDE and did not find any problems and the WDM login prompt was not a problem either so
Gnome was the culprit.
