You might want to check the permissions of /tmp/.ICE-unix. If this directory 
doesn't exist when X11 starts, it can happen that it is created by the 
ICE-Library when the first user logs in (thus belonging to that user, 
breaking any subsequent KDE logins...)

If it isn't already the case, chown this directory to "root", mode 1777 and 
try again.
