SRSS doesn't do anything directly to the utmp file. It leaves the job of login bookkeeping to the X display manager. What display manager are you using? You say the utmp file "will not update". What does that mean? It becomes unwritable, or its contents don't change when someone logs in, or its timestamp doesn't change when someone logs in, or something else?
