As Cyrille says, it's started by /usr/dt/config/Xsession.d/1001.swupnot.
That script executes /usr/bin/swupnot.  The latest version of
/usr/bin/swupnot only launches the SWUP notification process if you're
logging in on display :0 (the console) unless you go out of your way
to override that.  Early versions used to launch it on every X display
(local, Sun Ray, remote, VNC, any X display at all) which is what
you're seeing.

The corresponding bug ID is 6330775.  The fix is included in the
"Sun Update Connection System Client" patch, ID# 121118 for
SPARC and 121119 for x86/x64.  The fix was first included in version
-03 of those patches, the current version is -08.
