Whenever I try to change anything in the "Change Policy" window of the Sun Administration GUI, I get the following message below. Does this have anything to do with the utrcmd daemon?

That could cause this to happen. However, I am not sure why utrcmd
service will have problem on a properly configured SRSS system.

What does "utrcmd <sunray server name> /opt/SUNWut/sbin/utpolicy "
returns?.

Also I'd expect a core dump when this is seen. Did you see any
(admin ) process cored when the issue is seen?.
