Limitation of the RDP Server on XP. There was a hack that allowed two,
but MS closed that with a hotfix.
If you want more than one user, you can look at WinConnect Server XP
from ThinSoft Inc.:

Is the one user restriction a licensing restriction or a technical one?
Could a second remote user be added with some kind of license/software

The application here is a professor wanting to give access to a couple
of students working on the same project.
