No. Config files, are in general per-DTU, and my contain sensitive
authentication information, as well as network configuration
information. Thus, loading them after TFTP is useable doesn't make a lot
of sense, and we don't want to load them everytime the DTU comes up. The
model is that being able to load the file from a server would be done
once when the DTU is configured for VPN use.
