No. That is a significant security hole (if I can read that file, I can obtain write access to the Sun Ray Data Store).

The permissions and ownership of that file should be 660 and root:utadmin.

You didn't tell us what exactly did not work, nor what permissions or ownership the file had before the change, so I can't comment on your problem.
