No, if you don't have NSCM or Smart Cards, then you aren't load
balancing. How are the Sun Rays finding the server? If you are using
Option 49 or broadcast, or vendor class options then it's going to go to
the server you tell it to and stay there.

That's the point. NSCM sessions are what you get when smartcards are not
used. If you use smartcards, then load balancing is done on card
insertion, if there is not an existing session.
Okay, but once I've run `/opt/SUNWut/sbin/utadm -f', shouldn't that
Sun Ray server load balance the user to another Sun Ray server when he
or she enters the user name? This doesn't seem to be happening.
These are new sessions; there's no existing session as far as I
can tell.
