If I'm not mistaken, the setting you talk of is for FOG communications...

I'm looking to disable broadcast discovery by the DTUs (or disable the server 
responses for this function).

You can disable the use of multicast by setting an option in 
/etc/opt/SUNWut/auth.props 
you will need to restart the server for the change to take effect I believe
