This is interesting. I use US type7 Keyboards, but there's no such switch. 
Instead i can make out pads labeled JP1(left) .. JP5 (right). I see a resistor 
on JP4.

You might try it on hardware level. In the back of a Type7 keyboard
there's a plastic lid that you can take off, and behind it a 6-position
switch. Record the values you have before going further :)

Likely you should unplug the keyboard from USB before making any
changes.

My Type7 for Russian layout is DUDDUU (Down/Up) starting from the left.
I haven't encountered problems like yours, so maybe switching the kbd to
announce itself as English might help?.. I am not sure which code would
be for an English-only, however...
