What kind of package is the old ROM in?  That'll give us a hint of 
whether you can sub a 1 Mb chip.  Ah, I read ahead to your next 
message.  32 pin 9X7 PLCC.  There's a good chance a 1 Mb chip will 
work.  The datasheet is available here:

Ooops, okay, it finished downloading and that is a poor datasheet.  I 
don't think that's the correct one for your chip.  Hmmm.  Try this:

Now the interesting thing about the second one is that it is listed 
as M28256 with no F.  But ICmaster.com definitely claims that ST 
Micro did an M28F256 and this is the only datasheet that ST Micro has 
on their site for such a part as far as I can tell.

Is there a logo on the chip?  You might use icmaster's logo finder 
function to identify the manufacturer.  It could be Intel. 
Apparently, they use M sometimes.

The datasheet contains a pinout.  Typically, if your smaller EEPROM 
or Flash has the same pin arrangement except that it's missing the 
upper address pins (2 pins in this case) then you can usually 
substitute the larger capacity EEPROM or Flash on the board, provided 
that the card manufacturer actually did implement the higher address 
pins on your card, and, again, provided you don't get bit by some 
finicky detail about sector size or boot sector location or something.
