It is not exactly the same. The lower four PCI slots in the S900 are handled very differently from in the 9500/9600. Also (irrelevantly) there are only eight DIMM slots rather than twelve on the S900 and the S900 has 16 MB of RAM soldered to the motherboard while the 9500/9600 has none.

 OS9.1. I've now installed a Koutech IOFLEX-7002 6-port FireWire/USB
 PCI card.

You don't list your specific problem. However, it is pretty certain that this card will not work in the lower four slots of the machine because of the difference in architecture referred to above. A succinct description of your problem would be useful though. Does the machine freeze with the card installed, or simply refuse to acknowledge the card's existence? What peripherals are you testing with the card? The card may be functional, and not show up in Apple System Profiler, so you really need to test it with peripherals to be certain whether it is working or not.

Neither have I ever been able to install a system on the two 68-pin Seagate
Barracudas I have in a RAID 0 configuration through a Miles Initio SCSI

What software did you use to create the RAID? If you can mount an OS install CD, then you should be able to install the OS to any disk volume that you can mount including a RAID. I am running a three drive RAID 0 using SoftRAID and OS 9.1. I had no problems getting the OS 9.1 install CD to install to my RAID volumes.

I've tried to use the OS9.1 and OS9.2 .smi updaters, both from a burned CD and right off the desktop; OS9.1 works, OS9.2 doesn't (error: "This software won't work on this machine blah blah blah...).

System versions later than OS 9.1 are not supported on our machines, but there are hacks to install OS 9.2x. I think on the OS 9 forever web site. But I don't think that a need for OS 9.2x is the root cause of any of your problems.

Is the architecture of the old Tsunami/ "Storm Surge" 9500 logic board the
 problem?

Many folks have installed Firewire and USB cards using OS 9.1 or even earlier OSs and loading the firewire and USB drivers separately. However, I don't know if your specific model of PCI card has any special issues. It is not a model I recall seeing mentioned before.
