It allows the user to enter into firmware mode [in case one needs to flash 
the firmware or do any very low level changes to the Mac]. That button was 
eventually missing on newer Macs, as now there is a special key stroke 
which gets one into the firmware [google "OpenFirmware Mac" for more 
info].
