If you have another mouse around, you might want to swap to see if the it's the mouse itself. If it doesn't move and it's not a digital mouse (one without a ball), try taking the ball out and cleaning the little rollers on the inside. Lint and dirt accumulate on them and can change peformance. You should be able to see the dirt and scrape it off with a fingernail. Don't use anything sharp though. You don't want to flatten the roller or your mouse could develope a limp. Make sure nothing is under your mouse pad. This will make the ball harder to roll. What OS? If you're running X, turn on your CPU Monitor to see if the computer is really busy when the mouse is unresponsive. If so, experiment with ways to free the CPU up like closing some apps.
