Just place a copy of the SeaMonkey shortcut (Start menu, Programs, SeaMonkey, SeaMonkey) in your Autostart folder (Start menu, Programs, Autostart). If you want to launch just SeaMonkey Mail independent from your general startup settings, go to Properties of the new shortcut add " -mail" (without the quotes) at the end of Target.
