I compared SM 1.1.16 & 2.0 (both linux same machine same Tabbed Browsing pref settings) and: 1.1.16: attachment (I used a .jpg) opens in existing/current tab Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.8.1.21) Gecko/20090402 SeaMonkey/1.1.16 2.0: attachment opens properly in a new tab.
