I just checked on Preferences/Browser/Restore Previous Session. Then I
opened mulitple windows with multiple tabs. I used Start/Shut
Down/Restart to shut down my entire system.

How about when exiting SeaMonkey and not shutting down the computer? I
use Browser display on Browser Startup: Restore Previous Session option
too.

I used File/Close window to close two open windows with tabs. Then closed the Mail/News window. When I started SM, the mail window and the last Browser window I had closed came back with the tabs. Then, File/Recently closed windows brought back the other window with tabs.

That's about all I can tell you as I typically close my whole system with Start/Shut down/Sleep so when I wake it up everything is still there.
