I won't pretend to understand the specifics of how you intend to distribute your emails, but to compose in HTML one opens Seamonkey email, holds down the Shift key, and clicks on Compose.

Mail's HTML capabilities are a subset of what's in Composer. Send yourself a sample HTML email, press Ctrl+U to view the message source, see if it meets requirements.
