Do you want to change the size of the overall Web page or only the size
of the text?

If the latter, go to [Edit>  Preferences] on the menu bar.  On the
Preferences window, select [Appearance>  Fonts].  On the Fonts pane,
change the Size selection lists for both Proportional and Monospace,
making them smaller.  Then make sure that the selection list for
"Minimum font size" is "None".  Finally, select the OK button.


You can either use David's suggestion or try installing an add-on such as No Squint via xsidebar

There are, I believe, one or two other addons that are similar, but I think No Squint may be what you are looking for. It has both global settings and exceptions, that way you can have specific web pages act a certain way.

And if you use No Squint, kudos should go out to Philip for the mod and the original author of the add-on.
