There is no such option built into either SM 2.0 or 2.1.

D&D tabs between windows should be possible (I have too many extensions
installed to tell whether SM 2.0 has it by default, but I know SM 2.1
can do it out-of-the-box).

The Duplicate Tab extension allows you to move individual tabs to other
windows using the context menu:

Other than that I don't know of any other options. Unfortunately,
"tear-off tabs" (dragging a tab and dropping it in such a way that a new
window is opened) didn't make it into SM 2.1 since it turned out to be
more complicated to port it from Firefox than I had thought.
