I went from 2.0.14 to 2.2. I imported bookmarks.html. The included Personal Toolbar folder which populates the toolbar does not import, I had to rebuild it.
After doing this, I exported the bookmarks to bookmarks.html and looked at that in the browser. I see that what populates the toolbar is now the "Bookmarks Toolbar". I suggest that if a bookmarks.html file is imported, that the "Personal Toolbar" should not be ignored. This is just an FYI for the Seamonkey team, I've fixed mine.
