are there any special privileges that pertain to
newsgroup posting. i know html is allowed but are there
NY OTHER 'THINGS' THAT MIGHT SPRUCE UP MY POATA <OOPS>

HTML is allowed but not recommended. Writing in all-caps is considered
shouting therefore not recommended, too. Using slang and abbreviations
which are likely not understood by non-native English readers is not
recommended, if you want your post/question reach wider audience.

... what i meant was are there funciond/keystrokes to , say, post
speacial characters and the like.

The "Insert -> Characters and Symbols" seem available only during HTML composition. You could choose to always compose in HTML but send in plain text, if you need it that much. You could switch to compose in HTML selectively (given plain text is the default), holding the Shift key while pressing "Reply" or "Compose" new message.

You could use OS specific means to insert characters and symbols like "Alt code" [1], or the Character Map utility on Windows.
