This is exactly the right attribute, supported by many (all relevant?)
tags and clients (browsers).

I won't dig into the spec right now, but I'm sure my above statement is
correct regarding real-world use.

It is widely supported and safe to use.
I what "title" gives you doesn't suit you, I recommend some JS-based
approach like Overlib which allows you to specify exactly how the
tooltip should look like (using HTML and CSS) without having to bother
about the actual implementation (cross-browser support).
