Of course it is! Since the start of rapid releases, there is only one
set of release notes per major version, from the first beta until the
last oilspill. I thought people would have noticed this by now. ;-)
so where's the difference between 2.9 and 2.9.1?
The "Fixes in 2.9.1" box lists those changes (obviously, that box was
not present back when 2.9 was released). The changes in 2.9 include all
of those until/including Beta 4 (since the last beta equals the release
version).
Also read the first paragraph on the page you cited. It clearly states
that all changes listed are relative to 2.8 (the previous major release).
