And more. I poked around in program files/seamonkey and found that most of the sub directories were empty and many of the files in the directory seemed outdated. A symptom of this problem is that spell check wasn't working. I backed it up and copied most of a program files/seamonkey from a machine that works a little better. Now the problem machine seems to be somewhat better too. I'm not recommending the above. I have no idea if I've caused other problems and side effects by doing that. I would very much like to know what caused this problem so as to be able to avoid it in future. I get the feeling that the installed just stopped in the middle without saying why. I compared the two install files that I used, and they seem to be the same. Something else, I noticed after doing an install that even if the launch SeaMonkey box was checked, SeaMonkey didn't launch. I think it's possible that it removed one of the icons from my desktop too. And I think the Start/Program/SeaMonkey is Empty now.
