How do I resolve this?

I deleted parent.lock again, somehow it restored itself.I received a message before the 
SeaMonkey started to download update. It seemed to go through the process and when it 
finished I was asked to restart SeaMonkey. Although the same message appeared "The 
update could not be installed", I think it did update.


How about trying the old fashioned method.

Download the latest, public, release to a folder on your hard drive.
Shutdown and power off the PC.

Power on (after 60 seconds) and boot up. do not launch SM.
With Add/Remove Programs (Control Panel) remove all installations of SM.
Reboot.
Go to the download folder where you saved the latest version and install from there. Use the normal default installation tasks so SM will install according to your operating system.

Just as a backup, be sure you can access this newsgroup through IE.
