Are you sure that UTF-7 is available in the selection? That would be: View->Character Encoding It's not available in my drop down list. As as far as I know it's only allowed for IMAP mailbox names. If I remember correctly support for displaying messages (and webpages) in UTF-7 was dropped in Firefox 16 (and SeaMonkey 2.13).
