Sorry I don't have the hardware or Win 8.1 to test with, but did you try
SeaMonkey safe mode? Help > Restart with Add-ons Disabled.
Hard to see how disabling add-ons will help with a Flash problem. By
definition, that means Flash cannot run.
Flash is a plugin, and plugins still run in safe mode.
Only extensions and themes are disabled.
You can try it yourself.
