Either way, you shouldn't have seen a refresh as soon as 15 minutes due
to this bit of code. They must be using a 301 redirect at the server
end, which we can't see.

How long is 1.2 million milliseconds?? About 20 mins! Is that close
enough to "about 10-15 minutes"??

It would be, but I've double-checked the syntax of the refresh tag at several reputable sites and they all agree that the value is given in seconds, not milliseconds.
