The only cure is to quit SeaMonkey wait until completely quit then

Not seeing it exactly as you describe. The behavior I observe is
consistent even through a restart, and options are never grayed out.
In response to a newsgroup message, I can reply to "Newsgroup" or to
"Sender Only" or to "All Recipients." However, "Reply to Sender and
Newsgroup" populates only the Newsgroup: field and does not create a To:
field containing the sender, whereas "All Recipients" catches both.
In response to a mailing list message, where From: is the individual
sender and To:, Sender:, and Reply-To: are the list address, I can
"Reply," "Reply to List," or "Reply to All," and in every case I get
only the list address. If I want to reply to the individual sender, I
have to insert them manually. In fact, it doesn't seem to matter if To:,
Sender:, and Reply-To: are all different, only the Reply-To: address is
honored.
