Have you tried looking in your task manager to see what is taking high resources?

I would try this. Boot the PC then wait 5 min before starting Seamonkey. If you don't see the problem then I would guess that you just have lots of start up tasks in the OS taking resources and that is stalling Seamonkey. I have that issue on some of my PCs. The key is you say it happens when you first turn on the PC. My guess is the PC just has not finished fully booting/loading the OS before you launch Seamonkey.
