Cancels in general on other news servers? Even if a cancel is accepted and propagated to other news servers, you can never be sure, that others can not see the cancelled message. The user may have a local news server which may have received the message before it was cancelled. Then there are news server which require Cancel-Lock & Cancel-Key for an allowed cancel. You may use a news server which does not require them, so you do not need them for a cancel on that news server. But other news server, requiring them, will not accept the cancel.
