I don't think the PDF Viewer will ever be built into SeaMonkey as it is
in Firefox since version 19.0.
Firefox users can change the Helper Application to use a plugin, or open
the PDF in a standalone viewer, or save the PDF for viewing later, or
use the default built-in viewer.
SeaMonkey users can install the development version of pdf.js from

No, PDF Viewer (pdf.js engine) doesn't edit; but on Linux and, I suspect, also
on other OS, the PDF viewer tab has a top right-hand-button that opens another

I suspect that might also be the case with Windows, and perhaps Macs?
Linux-KDE desktop environment, default to Okular PDF application, which will
edit, save-as, and print.
Linux-Unity or Gnome desktop environments, default to Evince PDF application,
that edits, save-as, and prints the form.
Basically, most Linux distros conform to user-choice of PDF apps.
On my Fedora (Redhat) the pdf viewer is called /evidence/
