Which folder are you trying to save the PDF into? Can you save anything into that folder from other applications (e.g. LibreOffice or Word)? Given that you can't save from IE either, it could be that you don't have permission to write to that folder.

Something else to try - instead of clicking the link to open the PDF in the browser, right click the link and select "Save Link Target As..."

Are you trying to save PDF files from a Web page link, from a link in an
E-mail message, or from an attachment to an E-mail message?
