Thought I'd look into this on my Win7 system, so entered "Cache" in the
Windows File Manager Search function ......... and got 40,101 items on
this Computer! Guess I've got a bit of Search refining to do. ;-(

start / %LOCALAPPDATA%\Mozilla\SeaMonkey\Profiles
should open up windows explorer at the right place.  You'll have a
[randomString].default directory & inside that is the cache & cache2
directories

No, Lee, I don't have the [randomString].default directory, because, a
long time ago, I put my profile where I wanted it (on the G: drive)!!

I would have never guessed that anyone that had put their profile in a
non-default location would use the Windows File Manager Search
function to find the SM cache & cache2 directories.  Oh well... my
mistake.

Perhaps Edit > Preferences > Advanced > Cache > Cache Folder Location might help (or equivalents in whatever language you have SeaMonkey using; also assuming default menu and preferences dialog structure, of course; plus probably a load of other unstated assumptions which may or may not hold given SeaMonkey's infinite scope for customisation ;o)
