Assuming the local branch's teller cared, or the assistant manager you'd
probably be referred to to close your accounts cared, they have
_nothing_ to do with the design or implementation of the corporate

Local branches have an incentive to keep customers; and not lose them. Account closures /are/ noticed at HQ. Managers would react by telling HQ: They don't need to have anything to do with design of the Web site to affect its design.
