It wasn't renamed; it was archived. A snapshot of www.mozilla.org was
created in 2008 and put on www-archive.mozilla.org before being purged
of content that doesn't belong. See bug 395669.
Frank is correct. The page is dead/outdated.
SeaMonkey no longer creates a \chrome\ directory in the profile folder.
If you have the example userChrome.css file in your profile, it's
because your profile is many years old.
