My experience is that you have to go to multiple windows. If you right-click on a link, there are options for opening the link in a new tab and opening in a new window.
You can get further flexibility via extensions. I use Duplicate This Tab (no longer supported), which allows for duplicating open tabs, both as tabs and windows, and merging of tabs from multiple windows.
