Begin with the Profile Manager. Can he see his existing profile,
which would contain all that? If so, make it the default profile
and relaunch SM.

Manager at Tools->Switch Profiles.

Or in case of a Windows system when SM is not running, under the Start button at SeaMonkey | Profile Manager.

If you see more than one profile listed, try selecting each Profile
in turn to see if it contains your missing mail account and address
book.
