In previous versions of Windows, you could choose among several
date/time options for many countries. Look in Control Panel under
Regional Options (or whatever Win10 calls it).

The Date & Time stamps in Windows explorer are fine, this is a SM
problem.
I have also Windows10 english with my regional DD/MM/YYY 24hours-format
and it's ok inside Windows Explorer.
