On my 2.49.4, I lose all the toolbars except the Navigation Bar (the one
with the location). Another F11 restores them.
That's my experience as well.
I just noticed that F11 on Pale Moon leaves the navbar as well. On the
older style Firefox (52.9.0), F11 gives you a true full screen.
