Open Chrome make it the default browser, open default applications for your operating system and do the same there.

You don't make the changes in SeaMonkey.

Did both, restart PC, start Seamonkey mail, click link in email, no start Chrome, but Seamonkey browser....

I believe that SM uses its own protocol handling configuration. When you click on a URL in SM Mail it normally tries to use the SM browser. You have to tell it to use something else (or to ask the OS what else to use) but without overriding its internal use of SM browser functionality to view HTML mail.
